What the US PERM Suspension Could Mean for Bangalore Real Estate

What Is PERM and Why Does It Matter?
PERM stands for Program Electronic Review Management. It is the US Department of Labor's labour certification process, and for many employment based green card categories it is the first step. An employer that wants to sponsor a foreign worker for permanent residence must first show that it recruited for the role and could not find a suitable American worker at the required wage. Only after the Department certifies this can the employer file the immigrant petition that leads to a green card.
PERM is separate from the H1B visa. The H1B lets a professional work in the US for a limited period. PERM is the road to staying permanently. Many Indian professionals in the US live on an H1B while waiting years for a green card, which is why a sponsorship freeze matters even though no visa is cancelled.
What Has Actually Changed?
On October 8, 2026, Reuters reported that the US government was suspending Microsoft, Adobe, Cognizant, Infosys, Tata, Wipro, HCL, and Capgemini from the PERM programme, citing alleged fraud. Officials said they would not process new and pending permanent labour certification applications involving these companies would not be processed. These are allegations, and this article does not establish wrongdoing. The move follows a September suspension of Cognizant's green card filings.
It does not cancel existing H1B visas, and it does not order affected employees to leave the US. The length of the suspension and the companies' responses will decide how large the effect becomes.'

This is not a complete change. It is a shift in what a career in the US offers. For years, many professionals went to the US for work, with a green card as the long-term goal. That path has become harder to count on, and Kanopy's view is that this will change behavior in three ways.
Some will return earlier than planned. Professionals who expected to settle may decide to come back sooner, bringing savings and earning power with them.
Some will not go at all. In our view, a US stint carries less weight in career moves than it once did, as GCCs and Indian firms offer comparable work. Fewer people may feel they need to leave to build a career.
Many will go for a short period and come back. Those who go for a few years and return are likely to invest in the local market, including homes.
If more of that income and experience stays in or returns to India, the benefit reaches GCC hiring, office leasing, rental demand and, later, home purchases in Bengaluru. This is our assessment, not a measured effect. It depends on actual hiring and on people actually moving.
Why Does Bengaluru Matter Most?
Technology employment links household confidence, rental demand and office occupation, and Bengaluru has the largest concentration. The market also enters this period active. ETRealty, reporting Knight Frank data, recorded 27,968 housing sales in the first half of 2026, up 5% annually, with average prices up 9% and unsold inventory up 22% to 74,299 units. These figures predate the announcement. They show continuing demand and a market where affordability and competing supply competition already matter.
Office demand also has a wider base than the companies named. CBRE reported that global capability centres accounted for about 42% of Indian office take up from January to September 2026, with domestic occupiers at about 46%. These are national figures, not a Bengaluru forecast.

In the near term, competitively priced midrange family homes look best placed, because they meet an immediate need with moderate borrowing. Projects close to employment, with credible delivery, are likelier to convert.
What Are the Risks?
Buyers may delay commitments while their career plans settle, which lengthens sales cycles and brings requests for concessions. Some US based Indian buyers may hold cash for relocation instead of investing. If the policy forms part of wider restrictions that reduce company business or hiring in India, both homes and offices could weaken. Companies could also expand US local hiring in the US rather than move work to India.
Sales volumes can slow before prices move. A citywide price decline cannot be inferred from this announcement.
What Should Developers Watch and Do?
Watch actual Indian hiring announcements, office lease commitments and relocation activity, which tell you more than social media predictions.

Record "employment or visa uncertainty" as a separate reason in your objection log.
Track enquiries from returning and overseas Indian buyers separately from local buyers.
Separate a fall in enquiries from a fall in bookings. Buyers who visit but postpone need clear delivery evidence and suitable payment options.
Hold pricing unless qualified demand falls persistently, then review pricing and product fit.
